We believe you should be able to enjoy peace and quiet in your own home, feel safe and secure and not have to suffer the anti social activities of others.
Anti social behaviour causes real misery for people who simply want to get on with their lives. It can range from serious acts of violence and harassment to more 'everyday' incidents like noise nuisance.
What is Anti Social Behaviour
Anti Social Behaviour (ASB) is 'any behaviour that causes, or is likely to cause, harassment, alarm or distress to one or more persons not of the same household. Anti Social Behaviour threatens the physical or mental health, safety or security of individuals, groups and communities and therefore undermines people's basic human rights'.
In other words, ASB means being a bad neighbour. It covers everything from letting your garden become an eyesore to drug dealing or physical violence.
Some examples of ASB:
- Playing your music too loud
- Dumping rubbish
- Threatening or swearing at neighbours
- Racist abuse or graffiti
- Damaging neighbours' homes or property
Many criminal acts are also Anti Social Behaviour – for example vandalism, drug dealing, abusive language or abusive behaviour.
We will take action against the person committing these acts, but you should always contact the police first.
Where should I report my concerns to
To help understand what would be appropriate for the anti-social behaviour team to investigate, the team has developed with its contact centre partners detailed guidance to ensure enquiries are responded to by the most appropriate agency.
The guidance works on a three tier approach recognising that low level issues, minor disputes and one off incidents can often be resolved through existing tenancy management processes. A local Neighbourhood Housing Officer or private landlord can often help identify the cause of problems and through discussion with both parties ensure an agreeable outcome is achieved.
Low level disputes and incidents can be reported as below.
- Council or housing association tenants can report disputes direct to their landlords using the links on the right.
- Private rented should report the dispute to their landlord.
- Owner occupiers to report it to the Leeds Anti social behaviour team on 0113 222 4402
Where incidents are more persistent or serious in their nature and fall into the following categories an enquiry should be logged with the Leeds Anti-social behaviour team.
Harm to individuals
Behaviour which is considered to be harassment, verbal abuse and intimidation including aggressive language that could be considered threatening or motivated by hate.
Harm directed at communities
Behaviour that impacts on the wider community including behaviour related to drug related activities, street drinking, prostitution, aggressive begging, and repeated noise pollution.
Environmental harm
Behaviour resulting in vandalism/damage to property including graffiti, Illegal rubbish dumping and littering.

More serious incidents that may include acts of a criminal nature, should be passed directly to West Yorkshire Police via either the non-emergency 0845 6060606 number or in an emergency by dialling 999.

ASB Partnership Working
ENEHL works in partnership with many other statutory and voluntary services to tackle anti-social behaviour and to improve the quality of life for its residents.
Membership of the Community safety partnership includes agencies such as East North East Homes Leeds, Police, Leeds City Council Departments and voluntary agencies. Members take a strategic role of priority setting, strategic action planning and monitoring performance. They are key stakeholders in the area, have strategic responsibility and leadership within their respective organisations and have the power to influence and make decisions.
The Partnership also uses thematic sub groups where partners work together to combat crime types such as burglary, vehicle crime and anti social behaviour.
To tackle any crime and grime in your area each neighbourhood has a Tasking Team of partners front line staff such as, Housing Support Officers, Youth Workers, Police Officers & PCSOs, Neighbourhood Wardens, Leeds City Council Area Management staff, Ward Members, ASBU Enforcement Officers, Signpost staff & Environmental Enforcement officers.
